"Twenty-One" var en spørge-quiz, hvor vinderen blev hyldet som en nationalhelt. Mesteren Charles Van Doren vandt hele nationens hjerte, ved at besvare de mest utrolige spørgsmål.
TV-programmet var en kæmpe succes, lige indtil Herbert Stample (John Turturro), quiz´ens tidligere mester, afslørede, at programmet var det rene bluff.
Richard Goodwin, en advokat, som arbejdede for kongressen, fik til opgave at efterforske Stample´s anklager. Resultatet af hans undersøgelser rystede hele USA.
