Handlingen udspilles i den nærmeste fremtid i Old Detroit.
Omni Forbruger Produkter har overtaget byens politistyrke og arbejder på at få ED-209 færidg. Det er en robot, der skal være byens nye politibetjent. Den er udødelig og adlyder blindt enhver ordre.
Desværre virker ED-209 ikke helt efter hensigten. Den kommer til at aflive en medarbejder, så den unge fremadstræbende Morton griber chancen for at sætte sin Robocop i aktion.
Robocop skal være en kyborg - halvt menneske, halvt maskine. Så alt hvad Morton mangler er et menneske.
Samtidig er betjent Murphy blevet forflyttet til byens barskeste distrikt og bliver skudt halvt ihjel af byens gangsterboss, Boddicker.
